Storm ) follows the tumultuous relationship between Aarti Devi (Suchitra Sen), an ambitious politician who rises to become a national leader, and J. K. (Sanjeev Kumar), a hotelier she marries in her youth. The film alternates between past and present.
In a flashback, Aarti, the daughter of a freedom fighter, meets the jovial, apolitical J. K. in a hill station. Despite their differing outlooks, they marry and have a daughter.
