This paper examines the structure, competencies, and strategic initiatives of the Ayuntamiento de l’Eliana, a municipality in the comarca of Camp de Túria, Valencia. As a town that has transitioned from a rural hamlet to a residential and service-based hub in the metropolitan area of Valencia, l’Eliana faces unique governance challenges including sustainable urban planning, public safety, cultural heritage preservation, and digital transformation.
