Shakti escapes, swearing revenge. He transforms himself into a sophisticated, masked vigilante known as (The Storm). To get closer to the Thakur, Shakti infiltrates the city’s underworld, befriending a rival gangster (played by Shakti Kapoor ) and falling in love with a kind-hearted girl, Kavita (played by Mandakini ).
The plot thickens as a parallel love story unfolds between a village girl (a symbolic name for "storm" – sometimes a separate character or a nickname for Kavita) and Shakti's loyal friend. The climax features a triple confrontation: a thunderous fight at the Thakur’s fort, a collapsing dam (a classic 80s trope), and a last-minute family reunion. Tagline: When the storm meets the cyclone, only destruction remains. 3.
