iETV addresses a critical global challenge: scaling quality education without exponentially increasing teacher training or infrastructure. In Sub-Saharan Africa, Southeast Asia, and rural Latin America, iETV has emerged as a cost-effective alternative to both traditional schooling and pure online learning. 2.1. Constructivist Engagement iETV aligns with Vygotsky’s Zone of Proximal Development (ZPD) by pausing content to present challenges that learners can solve with scaffolded hints. Laurillard’s Conversational Framework is also relevant: iETV facilitates the iterative dialogue between teacher (on screen) and learner (at home) via interactive exercises. 2.2. Cognitive Load Theory By segmenting content into short, interactive chunks (5–7 minutes), iETV reduces extraneous load. Interactive quizzes force retrieval practice, strengthening long-term retention (Sweller, 1988). 3. Technological Architectures iETV systems typically fall into three categories:
Abstract Interactive Educational Television (iETV) represents an evolution of traditional instructional television, transforming passive viewing into an active, two-way learning experience. Unlike conventional TV, iETV integrates formative assessments, real-time feedback loops, learner control, and multimedia resources. This paper examines the theoretical foundations, technological architectures, pedagogical models, global case studies, and future trajectories of iETV. Special attention is given to its role in low-bandwidth, high-reach environments where internet connectivity remains inconsistent. Findings indicate that iETV, when properly designed, achieves learning outcomes comparable to in-person instruction at significantly lower marginal cost. 1. Introduction Educational Television (ETV) has existed since the 1950s, yet its impact has often been limited by its one-way, linear nature. The advent of digital broadcasting, return channel technologies (SMS, web, RDS), and hybrid broadcast-broadband (HBB) systems has given rise to iETV —a paradigm where viewers are participants, not mere recipients. iETV addresses a critical global challenge: scaling quality
