Packed — Wallpapers Cannot Be Opened

I’m having an issue with some wallpaper files that appear to be “packed” (possibly in a custom archive or resource format). Whenever I try to open them with the default image viewer or an editor, I get an error saying the file cannot be opened. packed wallpapers cannot be opened
