The globalization of computing requires seamless support for multilingual text input. This paper evaluates the process of adding an input language in Windows 11 through both traditional Settings and the newer PowerToys Quick Accent. We measure task completion time, user error rate, and subjective satisfaction among 30 participants. Results show that while the legacy Control Panel method remains discoverable, the Windows 11 Settings app reduces average configuration time by 34% compared to Windows 10. However, the location of language options under “Time & Language” > “Language & Region” is not intuitive to novice users.
